House of Representatives Commission VIII Suggests PKS Bill Removed from 2020 Priority Prolegnas

MOJOK.CO - Baleg considers the discussion of the PKS Bill to be quite difficult, so it is proposed to be removed from Prolegnas 2020.

The hope of victims of sexual violence and their companions and anti-sexual violence activists to immediately witness the Draft Law on the Elimination of Sexual Violence (PKS Bill) being ratified soon, it seems that it will still find a winding and very long road.

Because the House of Representatives Commission VIII some time ago had proposed that the PKS Bill be removed from the list of priority National Legislation Programs (Prolegnas) in 2020.

This was conveyed directly by Deputy Chairman of Commission VIII Marwan Dasopang.

"We withdraw the Bill on the Elimination of Sexual Violence. Because the discussion is rather difficult, "he said in a joint meeting of the Legislative Body (Baleg) of the DPR, Tuesday, June 30, 2020 yesterday. "This is reflected in the past period, it is not easy, so we are interesting."

The proposal to withdraw the PKS Bill from the priority Prolegnas received support from the Legislassi DPR. House Legislative Chairperson Supratman Andi Agtas stated that the issuance of the PKS Bill from the priority National Legislation Program could reduce the burden on the National Legislation Program. "

The proposal to eject the PKS Bill from the 2020 National Legislative Prolegnas certainly naturally drew harsh criticism from many parties, one of which was of course from the National Commission on Violence Against Women, the institution that pioneered the initial path for the formation of the PKS Bill.

"The problem is the absence of political will to bring justice to the victims," says the Woman National Comissioner, Siti Aminah Tardi to Tempo.

In social media, criticism of the proposed elimination of the PKS Bill from the National Legislation Program priority is much tougher.

"Cursed are the perpetrators and councilors who have not ratified the PKS Bill for the protection of victims!" wrote Tunggal Pawestri, an activist who has been known to be vocal about sexual violence issues on her Twitter account.

"The discussion is 'rather difficult' because you're stupid. Try to be studied more so that you are not stupid, it will definitely not be difficult. " Terang Gustika, activist on gender equality issues.

For information, if it is completely removed from the list of priority Prolegnas this year, then that means, the process of discussion and endorsement (if it turns out later to be ratified), at least it still has to wait for next year, along with the priority data collection for the 2021 priority.

The PKS Bill is considered a very important law. It was arranged with a perspective of justice for victims of sexual violence. In addition, this bill also regulates in great detail the types of criminal acts of sexual violence that have not been discussed comprehensively in the Criminal Code.

This bill was proposed since 2012 and then only entered into the 2015 National Legislation Program. Since then, the PKS Bill continues to be discussed in the DPR but until now it has not yet been ratified, even though many parties have expressed the importance of ratifying this bill as a legal umbrella that protects victims of violence sexual.

The place is already at this risk if you have a board member with cognitive intelligence who is still in a phase of growth and development. Like can not connect to things that are a little difficult.
